VA Aid and Attendance for Assisted Living in Florida: How to Qualify and Apply

VA Aid and Attendance is extra money added to a VA pension for a veteran or a surviving spouse who needs another person's help with everyday activities, and in Florida many families use it toward the cost of assisted living. It is not a separate benefit you apply for on its own. You qualify for a VA pension first, then Aid and Attendance raises the monthly amount because of the care the person needs. If your parent served during a wartime period, this is worth checking before you rule anything out.
What Aid and Attendance actually is
Think of it as two layers. The bottom layer is the VA pension, a monthly payment for a wartime veteran or surviving spouse with limited income and net worth. The top layer is Aid and Attendance, which increases that pension when the person needs regular help from someone else to get through the day.
Because it raises the pension rate, some people whose income looked too high for a basic pension do qualify once the higher rate and their care costs are factored in. That is the part families miss. Do not assume your parent earns too much until someone who knows the rules has looked at the actual numbers.
Who qualifies
There are two gates. Your parent has to clear both.
The pension itself
The VA pension rules start with service. In general the veteran served at least 90 days of active duty with at least one day during a recognized wartime period, or a longer stretch for people who enlisted later, and did not receive a dishonorable discharge. On top of that the person must be at least 65, or have a permanent and total disability, or be in a nursing home for long term care because of a disability, or be receiving Social Security disability or SSI. Yearly income and net worth also have to fall within the limits Congress sets, and net worth does not count the home, one vehicle, or most household items.
One of the care conditions
For the Aid and Attendance increase, the person also has to meet at least one of these, per the VA's own page:
- They need another person to help with everyday activities such as bathing, feeding and dressing.
- They have to stay in bed, or spend a large part of the day in bed, because of illness.
- They are a patient in a nursing home due to the loss of mental or physical ability tied to a disability.
- Their eyesight is severely limited, meaning 5/200 or less in both eyes even with glasses, or a very narrowed field of vision.
Housebound is a different, smaller increase for someone who stays home most of the time because of a permanent disability. A person picks one or the other, not both.
Surviving spouses can qualify too
This surprises people. A surviving spouse who has not remarried after the veteran's death may qualify through the VA Survivors Pension, using the same wartime service history the veteran had, and the same income and net worth limits. The care conditions work the same way. So a widow who needs help with daily activities may have a path even though she never served herself.

How to apply, step by step
You can apply online, by mail, or in person. Part of the application is a medical exam section that a doctor has to complete, which is where most delays happen, so line that appointment up early rather than after you mail the rest.

Ask about filing an intent to file before you send the full package. It can set an earlier effective date for your parent's benefit while you finish gathering the paperwork, so you do not lose weeks waiting on one document.
Where to get free help in Citrus County
You do not have to figure this out alone, and you should not pay a stranger who promises to speed it up. The Citrus County Veteran Services office in Lecanto has accredited officers who prepare and file VA claims for local veterans and their families at no charge. They handle pensions, compensation, medical records and more, and they even do home visits for veterans who cannot travel. The office is at 2804 W. That local help matters, because a claim done right the first time moves faster than one that comes back for corrections.
